WATV Ordinance

Effective April 17, 2017, the City Council adopted Ordinance 2857 which allows Wheeled All Terrain Vehicles (WATVs) on certain City streets with speed limits of 35 mph or less. See map (PDF or interactive).

Operator Requirements

  • Operator must be 18 years old or older
  • Operator must have a valid driver's license
  • Operator and passenger must wear motorcycle helmets, unless the WATV has seatbelts and roll bars or an enclosed passenger compartment
  • Operator must have proof of liability insurance

The City of Moses Lake, pursuant to the requirements of RCW 46.09.455(1)(d)(ii), provides a guide of public roadways, not including nonhighway roads and trails, which the City Council has authorized for use by wheeled all-terrain vehicles (WATVs) as defined in Moses Lake Municipal Code 10.18. This page is for reference only; it is the sole responsibility of the WATV operator to be fully informed regarding which City streets and/or portions thereof are accessible for WATV use, to operate the WATV in a legal and safe manner, and to know the state and City rules and regulations regarding equipment, operation, registration, and insurance requirements.
