Finance

Overview

The Finance Department administers and provides fiscally responsible control and guidance for all financial aspects of the City in conformity with the Washington State Budgeting Accounting Reporting System and the Governmental Accounting Standards Board.

Divisions

The Accounting Division is responsible for the development of the annual budget in conjunction with the City Manager and the Department Directors, annual financial reports, and accounting for all assets of the City. All investments are administered by this department as well as the financing of debt instruments issued by the City.

Accountability of the assets is performed through the following functions:

  • Accounts payable
  • Accounts receivable
  • Business license
  • Fixed asset records program
  • Grants
  • Payroll
  • Utility billing and collection (utility rates)

The Utility Division is responsible for the billing and collection of business license, water, sewer, garbage, stormwater, and ambulance fees.
